1. Hover over the Header and Footer – Edit Header – Click the arrow (Save Options) next to update button at the bottom – Display Conditions – Remove the actual conditions and – Add Condition – Include – Entire site!
2. Dashboard – Templates under Elementor – Theme Builder – Header – “New Law  3 Header” / “New Law 3 Footer”- Edit with Elementor – Next to update button click the arrow than – Display Conditions – Remove the actual conditions and – Add Condition – Include – Entire site! 
Vertical header option doesn’t have any conditions setup! To select this header you use the 2nd way listed above and set condition to display on the entire site. Make sure to remove conditions from Horizontal header when you do that!
